The 5YFV requires the integration of hospital, community and primary care services and demands that hospitals stop defining their purpose by the hospital walls, and turn their focus to the needs of patients right across their pathways of care. But the hospitals, it seems, are preparing to go to war in defence of their ancient rights and interests
As McKee and Healy said in "The role of the hospital in a changing environment," their 2000 paper for the World Health Organisation:
‘Hospitals pose many challenges to those undertaking reform of health care systems......Their configuration often reflects the practice of health care and the patient populations of a bygone era.’
Now a self-appointed ‘influential group of health leaders’ has stumbled into print denying pretty much everything that NHS England and associated organisations are trying to do and demanding that the money and the control currently vested in the hospitals be left where it is.
Ben Gowland says "It would seem that battle lines are beginning to be drawn. None of which is calculated to be helpful". Joe Tibbetts feels that we are being asked to pay for a war when we can't even afford the peace.
Gowland and Tibbetts both feel that this sorry development will destroy what little confidence there is among the general population and sow doubts that the NHS can solve its own problems.
